The Harrisburg Authority traces its beginning to 1957, when the Harrisburg City Council created the Harrisburg Sewerage Authority (HSA) to finance and build the area's first wastewater treatment plant and to make improvements to the city's sewerage system.  Although the Authority's responsibilities have grown in scope and complexity over the years, a few themes stand out.  The authority has constantly sought to bring the highest levels of technology and professionalism to its operations.  At the same time it has worked to improve the quality of life for all its customers and to enhance and support economic growth.
